In March 2001, the Governor created the Task Force on Upgrading Sewerage Systems (Executive Order 01.01.2001.03).

The Task Force was charged to determine the costs for upgrading old sanitary sewerage systems, and for separating and upgrading combined sewerage systems in the State. These costs were broken down by county and municipal corporation. Costs to install biological nutrient removal technology or supplemental technology on wastewater treatment plants also were estimated by the Task Force.

Next, the Task Force identified ways to fund such upgrades, and what federal or other financial assistance might be available. Whether Maryland could work with other states to seek federal financial assistance for improving sewerage systems in the Chesapeake Bay watershed also was considered.

Finally, the Task Force developed criteria to determine which sewerage systems are a priority for upgrading. These criteria may address a sewerage system's impact on water quality and the financial needs of its community.

In January 2002, the Task Force reported to the Governor, Maryland's Congressional Delegation, and the General Assembly.
